Selection/inputting of crew members from other Zones/Provinces. How will this be handled? Who will have access/authority?

In this case Val, the Search Coordinator’s team handled the event as teams came into their major SAREX. The access/authority needs to be discussed. Perhaps a Member Organization’s Exec could issue the release in inter-MO level events or Zone Commanders in inter-Zone events–a good question!
Ground Support Crew: Radio Operator should also be included.

Absolutely! they are currently coded as Admin, but perhaps need to be recognized.
